Overview of Department
The Department of Public Policy and Management (DPPM) was established in 2021 with a clear mandate to train world-class policy practitioners through carefully crafted programmes on policy formulation, planning, implementation, and management. The expectation from graduates in the field of practice is to effectively implement policy-led development within both public and private spaces in Ghana and beyond. In this respect, the department offers the under-listed programmes:

Our progrommes
Programmes currently on offer in the department include the following:

- Diploma in Social Policy and Development (2-year regular programme): The main aim of the programme is to provide students at that level the professional expertise in policy formulation, planning, implementation, analysis, and advocacy that will enable them to apply knowledge in the field of work to address the developmental needs of society.
- BSc. Social Policy and Development (4-year regular programme): The programme is designed to address the dearth of skills in social policy expertise by tying qualified students with policy theories and their practical application to enable them to measure the policies of governments and private organisations under implementation and how they affect the wellbeing of society.
- MSc. Public Policy and Services Management (2-year regular programme): This programme gives students the skills set for policy formulation, planning, implementation, analysis, and advocacy, and the application of skills acquired thereof, to address socio-economic challenges in the context of public policy across a broad spectrum of institutions and society.
- MPhil Public Policy and Services Management (2-year programme): This programme does not merely train policy planners and analysts, but it also seeks to train people who can effectively promote social development and enrich public policy discourses in Ghana and beyond. The third trimester field practical experiential learning processes (internship) students go through in organisations and communities give them an edge over other trainees in different institutions who are trained only on policy theories.
- Ph.D. Public Policy and Management (3-year regular programme): This is a three-year programme offered by the Department of Public Policy and Management to train students to acquire skills in policy formulation, planning, implementation, analysis, and advocacy to address the practical needs of society relative to the efficient and effective management of Ghana’s social and economic sub-sectors for the public good.
Diploma Social Policy and Development
The programme consists of taught courses, field and industrial training, practical policy seminars, and a final year project work. The taught courses are 25 in total, and the total number of credit hours required to complete the programme is 66.
BSc. Social Policy and Development
Prior to graduating, each student must complete all 44 courses, and three rounds of Field Practical Training programmes, and undertake a final dissertation without failing in any of them.
MSc. Public Policy and Services Management
The two-year MSc programme is structured as follows:
- For the MSc. Social Policy and Services Management programme, each student must pass all the core courses and at least one of the elective courses offered before they can graduate.
- All students of the programme shall carry out supervised research paper, and submit and defend the final paper before they qualify to graduate.
MPhil. Public Policy and Services Management
This is a two-year research based MPhil programme structured as follows:
- Required (core) course(s)
- For the MPhil. Social Policy and Services Management programme, each student must pass all the core courses and at least one of the elective courses offered before he/she can graduate.
- Elective course(s)
- All students of the programme shall carry out supervised research and submit and defend a thesis work before he/she qualifies to graduate.
- Research component
- All students of the programme shall carry out a supervised research thesis to be defended before he/she qualifies to graduate. The weight for this research component is 6 credit hours.
- Practical training,
- I industrial attachment, internship, clinical experience, etc. Students will be encouraged to do an internship with relevant organisations.
Ph.D Development Management and Governance
This is a three-year research base PhD programme structured as follows:
- Required (core) course(s)
For the PhD Public Policy and Management programme, each student must pass all five (5) core courses and at least one of the three elective courses in the first trimester. Students must also pass four (4) courses and one (1) of the three major courses (Social Policy, Economic Policy, and Environmental Policy) that leads to subject area concentration/specialization/majoring in the second trimester.
All students of the programme are mandated to research and present assignments in workshops to be organised along core, elective, and major taught courses.
- Research component
All students of the programme shall carry out a supervised research thesis to be defended before he/she qualifies to graduate. The weight for this research component is 27 credit hours. Students’ thesis research shall concentrate on his/her major subject area (Social Policy, Economic Policy and Environmental Policy).
Diploma Social Policy and Development
The entry requirements into this programme leading to the award of a Diploma in Social Policy and Development as follows:
- Senior Secondary School Certificate Examination (SSSCE)/West African Senior School Certificate Examination (WASSCE)
This category of applicants must obtain credit passes (i.e. at least grade E in SSSCE or D7 in WASSCE) in Core English, Core Mathematics, Integrated Science/Social Studies, and any three elective subjects in General Arts or Business Programmes. SSSCE applicants must obtain grades ranging from A to D, whilst WASSCE applicants must obtain grades ranging from A1 to D7. Thus, applicants with SSSCE must have an aggregate score of 26 or better, while WASSCE holders must have an aggregate score of 36 or better.
NOTE: SSSCE and WASSCE results will be assessed as per the table below.

- General Certificate of Education (GCE) Candidates
Candidates who possess the GCE certificates must have obtained five (5) credit passes at the GCE Ordinary Level including English and Mathematics, and three (3) passes at the GCE Advanced Level in a relevant subject area (General Arts and Business subjects only). For the GCE applicants, one of the ‘A’ Level passes should be at least a grade of ‘D’.
- Mature Applicants
Mature applicants must have attained at least 25 years of age at the time of the application. They must be holders of SSSCE/WASSCE or GCE Ordinary and Advanced certificates. This category of applicants must pass a written and oral examination to be conducted by the department..
BSc. Social Policy and Development
The entry requirements for the programme are as follows:

- General Certificate of Education (GCE) Candidates
Candidates who possess GCE certificates must have obtained five (5) credits/passes at the GCE Ordinary Level including English and Mathematics, and three (3) passes at the GCE Advanced Level in a relevant subject area (General Arts and Business subjects only). For the GCE applicants, one of the ‘A’ Level passes should be at least a grade of ‘D’.
- Diploma Holders
Candidates with diploma Certificate qualification from the faculty and applicants with relevant diploma certificate qualifications from other universities including Higher National Diploma from a recognized institution in a relevant field of study with a pass shall be admitted into Level 200 (Second Year) of the programme. Such candidates must pass a selection interview conducted by the University.
- Mature Applicants
Mature applicants holding SSSCE/WASSCE or GCE Ordinary and Advanced level certificates must have attained 25 years of age as at the time of the application. This category of applicants must pass a written and oral examination to be conducted by the University.
MSc. Public Policy and Services Management
To be admitted into a programme leading to the award of a master’s degree (MSc), a candidate must:
- Have obtained a good bachelor’s degree in an appropriate field of study from a recognized university;
- Submit an official transcript of academic records;
- Submit three referees’ reports, two of which must be from people who are familiar with the applicant’s academic work; and
Pass a selection interview.
MPhil. Public Policy and Services Management
To be admitted into the programme leading to the award of a master’s degree, the candidate must:
- Have obtained a good bachelor’s degree (Second Class Lower or better) in an appropriate field of study from a recognized university;
- Submit an official transcript of academic records;
- Submit three referees’ reports, two of which must be from people who are familiar with the applicant’s academic work;
- Those seeking a research-related degree must attach a 3-5 page research proposal of his/her intended area of research; and
- Pass a selection interview.
Ph.D Public Policy and Management
To be admitted into the programme leading to the award of a PhD, the degree candidate must:
- Have obtained a good first degree (at least Second Class Lower) and a second degree in an appropriate field of study with research (e.g. Planning, Development Studies, Social Science, law, administration, engineering, journalism, political/social science, or population studies) from a recognized university;
- Submit an official transcript of academic records;
- Submit two referees’ reports, one of which must be from people who are familiar with the applicant’s academic work;
- Attach a policy-related research proposal of his/her intended area of research;
- Have pertinent work experience – more than 5 years of work experience will be an added advantage; and
- Participate in an admission interview.
For foreign students, admission is based on relevant qualifications equivalent to those of Ghanaian students. All foreign qualifications will be referred to the Ghana Tertiary Education Commission (GTEC) to determine equivalences and eligibility for admission into the University’s programmes.
Diploma Social Policy and Development
Specifically, the programme seeks to;

- To provide a platform for a coherent study of the key sub-sectors that constitute the social sector for the delivery of social services;
- To train graduate students with analytical skills capable of interrogating public policy for the efficient and effective provision of services;
- To train graduate students with the right set of skills for planning and managing social services that serve the interests and needs of Ghanaians;
- To train capable manpower who can effectively be engaged in social policy discourses and advocacy geared towards effective national/local policy implementation, and offering of policy alternatives;
- To train students with the right set of skills for planning and management of social services and development interventions at international, national, and local level institutions; and
- To provide streams of employable development policy experts to fill field institutional gaps, especially at the MMDAs, MDAs, parliament, and media space, relative to their expertise to help implement government policies.
BSc. Social Policy and Development
After passing through this programme, graduates are expected to have built the capacity to enable them;
- To have analytical skills capable of interrogating public policy for the efficient and effective provision of services;
- To have the right set of skills for planning and managing social services that serve the interests and needs of Ghanaians;
- To be capable manpower who can effectively be engaged in social policy discourses and advocacy geared towards effective national/local policy implementation, and offering of policy alternatives;
- To have the right set of skills for planning and management of social services and development interventions at international, national, and local level institutions; and
- To provide streams of employable development policy experts to fill in institutional gaps, especially at the MMDAs, MDAs, parliament, and media space, relative to their expertise to help implement government policies.
MSc. Public Policy and Services Management
The programme is expected to:
- Provide a platform for a coherent study of the key sub-sectors that constitute the social sector for the delivery of social services;
- Equip graduate students with analytical skills capable of interrogating public policy for the efficient and effective provision of services;
- Equip graduate students with the right set of skills for planning and managing social services that serve the interests and needs of Ghanaians;
- Train capable manpower who can effectively be engaged in social policy discourses and advocacy geared towards effective national/local policy implementation, and offering of policy alternatives;
- Equip students with the right set of skills for planning and management of social services and development interventions at international, national, and local level institutions; and
- Provide streams of employable development policy experts to fill in institutional gaps, especially at the MMDAs, MDAs, parliament, and media space, relative to their expertise to help implement government policies.

The programme is expected to:

Ph.D Public Policy and Management
The programme is developed to prepare and open career opportunities for students in both industry and academia through the following objectives:
- To provide a platform for a coherent study of the key sub-sectors that constitute the public sector for the delivery of bureaucratic social, economic, and political services, among others, for the satisfaction of the people of Ghana and beyond as required by law;
- To train graduate students to have analytical and managerial skills capable of interrogating public policy for the efficient and effective allocation of resources for the public good;
- To train capable manpower who can effectively be engaged in policy discourses and advocacy geared towards effective national/local policy formulation, and management of the implementation processes, and capable of offering policy alternatives. The programme is developed to prepare and open career opportunities for students in both industry and academia through the following objectives
- To provide streams of employable development policy experts to fill institutional gaps, especially the academia, Ministries, Department and Agencies (MDAs), parliament, and media space, relative to their expertise to help implement government policies; and
- To equip bright students with the right skill set for academia.
Diploma Social Policy and Development
With the needed skills acquired, graduates are qualified to manage policies for the provision of social services and unfolding challenges within public and private organisations. They are particularly competent enough to work with the Metropolitans, Municipal, and District Assemblies relative to the implementation of national policies.

With the needed skills acquired, graduates are qualified to manage policies for the provision of social services and unfolding challenges within public and private organisations. In particular, they should be competent enough to work with the Metropolitans, Municipal and District Assemblies, and National Ministries – the Ministry of Education, the Ministry of Gender and Social Protection, the Ministry of Local Government and Rural Development, the Ministry of Employment and Labour Relations, Ministry of Health and Ministry of Water Resources, Works and Housing, Ministry of Lands, Forestry and Natural Resources and their agencies.
