The Simon Diedong Dombo University of Business and Integrated Development Studies hereby, invites applications from suitably qualified persons for the position of Director, Finance.
THE POSITION
The Director of Finance is the head of the Directorate of Finance of the University and is responsible to the Vice-Chancellor for the general administration of the Directorate, financial strategy and management of the finances of the University and for maintaining the integrity of the finances of the University.
DUTIES AND RESPONSIBILITIES
The Director of Finance shall be responsible for:
1. Keep proper records of the University in accordance with the Public and Financial Management Act, 2016 (Act 921) and other relevant laws.
2. Prepare budgets for each financial year for presentation to the Council through the Vice-Chancellor.
3. Advise the Vice-Chancellor and other officers of the University on matters relating to accounts and funds of the University.
4. Invest University funds as directed by the Council or Vice-Chancellor, as the case may be.
5. Perform other functions relating to accounting, financial and treasury services as may be prescribed by the Council, Vice-Chancellor or Academic Board.
6. Head the Directorate of Finance of the University and be responsible to the Vice-Chancellor for the general administration of the Directorate.
7. Monthly reconciliation of Bank and General Ledger Balances
8. Managing the treasury function and developing cash flow forecast schedules;
9. Managing Student Accounts, Non-Current Assets, Accounts Payable and Receivables;
10. Liaising between the Finance Directorate and Internal and External Auditors.
11. Discharging any other duties as outlined in the University’s Financial Regulations and Governance Policy or assigned by the Vice-Chancellor.
QUALIFICATIONS AND ATTRIBUTES
The successful candidate must have:
i. Shall be a member of the Institute of Chartered Accountants (Ghana), possess a post-graduate degree in the relevant area and have had, at least, twelve years post-qualification experience as professional accountant.
ii. Good working knowledge of accounting software with a strong Financial Accounting background as a Financial Controller or equivalent;
iii. In depth working knowledge in the consolidation of Financial Statements, intra-company transactions and segment reporting.
iv. Considerable strategic, interpersonal and collegial skills that will enable the Director function effectively within the Higher Education Sector
v. Good business sense with a deep understanding and appreciation of the strategic and operational issues in top-level university management and administration or a complex institution;
vi. High-level analytical skills and ability to communicate effectively with a wide range of stakeholders whiles showing leadership and competency;
vii. A very good understanding of the Public Financial Management Act, 2016 (Act 921), the PFM Regulation, 2019 (LI 2378) and risk management;
viii. Experience with the conception, development, and deployment of internal control systems;
ix. Experience in Treasury management;
x. Experience with International Public Sector Accounting Standards (IPSAS) and/or the IFRS with a fully compliant entity;
xi. Considerable strategic, interpersonal and collegial skills with demonstrated strength in ethics and professional integrity.
xii. Be disciplined and demonstrate adherence to University regulations as a statutory body and MUST NOT have conducted himself/herself in a manner that has brought the name of the University into disrepute;
xiii. A successful candidate should NOTE that he/she can be reassigned to perform any other job role to serve their unexpired term if the appointing authority deems it necessary in the interest of the University;
xiv. Internal staff who qualify are encouraged to apply.
TENURE
The appointment is Full-time. Applicants shall be required to serve at least a minimum of FOUR YEARS (4YEARS), prior to attaining the Compulsory Statutory Retirement Age of sixty (60), renewable for another term of FOUR YEARS ONLY.
